A VOIP phone system creates a digital signal when a phone call is initiated and can transmit this audio signal to traditional POTS phone systems and/or other VOIP phone systems.

VOIP phone systems could send and receive phone calls from other digital/VOIP phone systems as well as traditional POTS phone systems.
